Using the apsidal angle method described online by Fitzgerald on a University of Texas website, the Einstein theory is given by the vacuum fluctuation:

where is the constant angular momentum. So Einsteinian general relativity is a particular case of ECE2 relativity and originates in vacuum fluctuations. The Einstein theory collapses for a particular choice of orbit, as shown in a recent UFT paper, so the ECE2 spin connection is used to produce a theory that does not produce unphysical results. The details will be given tomorrow in the last note for UFT403 and a general equation for precession derived using the apsidal method for orbits of low eccentricity. So major progress is being made.
